Incinerator Bottom Ash Reuse Promotion and Quality Management Review Program

The project was executed from 2015/3/20 to 2015/12/31. The project aims at dealing with the barriers and challenges on incinerator bottom ash (IBA) reuse promotion and offering relevant advices to Environmental Protection Administration (EPA). The main tasks of the project include: improving IBA management policy, enhancing products detection and management rules, upgrading reuse technology to improve product quality, assessing withdraw mechanism, assisting administration in subsidy arrangement and enlarging and operating IBA reuse reporting system. The major outcomes are summarized as follows: 1.The project summarizes the achievements of IBA reuse promotion projects which were implemented over the years and surveys international IBA management and reuse management mechanism to propose domestic IBA reuse management policy, strategies and supporting measures. 2.By comparing and analyzing domestic and foreign rules about detecting frequency and sampling method of product, detecting 14 samples, shooting video and holding 2 expert consultations, the project drafts an enhancement action as reference for amending the act. 3.The project studies international reuse technologies and their outcomes to draft the solutions on how to improve product quality, divert reuse pathways and manage great amount of IBA. Based on the survey results, the project drafts an amendment of IBA reuse management and its relative cost-benefit assessment. 4.By comparing each environmental protection bureau’s on-site operating contracts, the project assesses the feasibility of taking usage cost into account when signing an on-site operating contract and adopting fund budget as promotional expenditure. After reviewing domestic usage of products in recent years, the project offers advices on future directions for promoting IBA reuse. Besides, the project also helps to amend the rule of subsidy application, audit the subsidy application and monitor the implementation of second level quality assurance by local government quarterly. 5.The project not only operates and maintains reporting system of IBA, enlarges the system to record more reporting data and enable query and statistical functions, also regularly supervise the usage of project through the system.
